I'd write it "$1.50" and I'd say "a dollar fifty."

Is the singular or plural your question? I would say "nine-tenths of a
cent" but I think if I used the "point" shortcut, "oh point nine cents"
then I'd add the s.

I would say "one point five dollars". But that is an unusual way to
write it -- more commonly it would be $1.50 and pronounced "a dollar
fifty".
