To be precise, it seems that the list should have included "parts
of Nunavut".
But I have a usage question.
Apparently, the list was:
Saskatchewan,
parts of Ontario, British Columbia and Quebec,
Arizona other than the Navajo Nation,
Sonora
I first read it as
Saskatchewan
parts of Ontario,
British Columbia and Quebec,
Arizona other than the Navajo Nation,
Sonora.
and gave up on the DST answer (I might have reconsidered, but I
was late anyway and read the answer.)
Is the bracketing really unambiguous as is? It is certainly a good
solution, because "British Columbia and Quebec" are not a natural
pair in most contexts, but this context could be special.
I see that the "other than" and lack of any further "and" does
rule out a longer bracket than mine.
