Frank..? no i dont think so :)
it's William Scully, as in Captain William Scully :) (played by actor Don
Davis).. here's my question.. what other movies or tv series has he played in?

Oh lets see. Other than being Major Briggs in Twin Peaks, he was also in
Hideaway (with Jeff Goldblum), Cliffhanger (with Sly Stallone), Needful
Things, Kuffs, A League of Their Own, Look Who's Talking (1 and 2), Bill
Durham, Stakeout, and Hook. Plus numerous others.

He was Bobby Briggs' father in Twin Peaks.

Gee, maybe Scully and Mulder are brother and sister through some strange
plot twist - that's why they seem so close and appear wanting. Is it an
alien thing with their mothers?
