Hmmm, my interpretation was that it was him that was just on the phone to Ratboy
and that he just hadn't hung up until then.

I think it was Mulder's vision. This would also explain why the tech looked very
human. I think that he has listened to so many stories about aliens impregnating
humans that this was prob one of the first images that popped into his head.

Oh I know, I loved this. I think Skinner thinks that Mulder is a total wierdo, but
that he does not like dishonesty and people not telling him what is going on.
Opening the X-Files means that he will still have to deal with Mulder's wierdness,
but he knows exactly where Mulder is coming from - he doesn't feel the same way
about the higher ups.
