To my knowledge none of this has never been explained... I suspect that
but for the O'Brien name of the chaperon of all those kids in the Pilot,
Sam's assistant Cathy would have smelled out a connection. I think it is
Jennifer McGarry's maiden name, and Mallory uses it as general cover. No
episode has even suggested that she was once married.
Jennifer too has been something of an unknown to the staff -- was it Sam
or Josh who once tried to 'hit' on her at a party? Maybe I'm imagining!

it was sam. he and cathy discussed it before he went to meet mallory. he said
something to the effect of, "i would think a woman would be flatterred by
that", to which cathy reponded, "i think leo was especially touched."
i would have thought, though, that they would've known mallory somehow, prior
to that day. they'd been in office long enough for her to at least dropped by
once. and, what with the mcgarry's and bartlet's being so close i would think
they would've seen her once.
that's one of the little things that kind of bugs me.

That's a really good point. Let's just say, after Mallory married that
O'Brien guy, she moved with him to Kansas, but their political viewpoints
were so diametrically opposed, that when her father joined the
administration, she left the bum and moved back to Washington. After she
found a job, of course, so it took a year.
