To answer your basic question; Yes, HDMI is bi-directional.
Keep in mind that this is an 'HDTV' group, and as such, High
Definition is assumed pertinent to your question. That being said;
There are only 2 cable types that carry High Definition (from
component to a TV) -- 1) HDMI and 2) Component.
In all likelihood the component is question will only upscale the DVD
signal if connected via an HDMI cable.

I think the OP was asking if video can be transfered from the TV
(tuner) to the DVD-R via the HDMI cable.
The answer to that question is, no.
But the DVD/HDD-Recorders I know of indeed have inputs both for CVBS
(composite) signals (via "coaxial cable"), S-Video and RGB via SCART.
(My DVD/HDD-Recorder also has its own built in diigital (DVB-T)
receiver.)
A DVI cable also carries hd video signals, but no audio.
