guard(Laura Drummond) she had a nice uniform?

She was a rent-a-cop, and he felt she looked good in it. He wanted her to take
him to the back room and "interrogate" him.
Actually, it's social engineering. He got on her good side first, then obtained
information from her more easily.

I think he was commenting on the Wormhole-Extreme uniforms.

In part at least because it looked somewhat like SG-1's uniform,
especially the cap. Particularly in comparison to the Wormhole Extreme,

Good insights, I was kinda thinking she might be the actual security

She's not. The costume designer is in another scene. In fact,
according to the commentary, the only gag in that scene was the book
that the guard was reading as O'neill walks in. There was no point to
that particular comment that we know of. TPTB said that the scene was
only there to move the plot along.
Of course it could be like that classic "Animal House"
line..."What a great dress..." :-)
