That one Clint Howard alien looked like he may have been Ferengi. I'm thinking Augment Virus experimenter. He certainly had Ferengi digs.
Now note:
Rule of Acquisition 92 There are many paths to profit.
Rule of Acquisition 272 Always inspect the merchandise before making a deal.
Rule of Acquisition 292 Only a fool passes up a business opportunity.
My hypothesis:
The Ferengi hear of the Klingon Augment Virus. One realizes that as it reduces brow ridges in Klingons, it might reduce less sensitive tissue in Ferengi ears. Thus Rule 92. Rule 272 then comes into play, make sure that the Augment patches are effective in making the ears more sensitive. As far as Clint's character testing it on himself? 292.
Also, imagine Clint's textured headband on freshly nuded ears.
