The Star Trek: The Next Generation episode "Conspiracy" was about officers in the
Federation being taken over by aliens.
And I remember Voyager references to species 8472...
I thought I had heard about Section 31 before Star Trek: Discovery. So I looked
things up, and found that it was invented for a Deep Space Nine episode.
But I remember seeing some episode of Star Trek: The Next Generation which,
although it didn't use that name, did appear to reference some type of agency
within the Federation basically doing the kinds of things Section 31 does. Perhaps
my memory is confused, and this is caused by "Conspiracy", or some other episode
about rogue elements of a different kind in the Federation (although that starship
captain with a cloaking device is unlikely to be the inspiration)...
