Why do the Cardassians now have DS9?

it is because that Pact that the Cardassian Took Control, This time - the
Dominion is just there to 'Administrate' if i were Shakaar i'd declare
Bajor Independent and throw them all out. But maybe tell the Fed's that
they could leave the Defiant, too. ;)

Technically, nobody said DS9 belongs to Cardassians right now. Major
Kira only said "On behalf of the bajoran government, I offically welcome
you to DS9." This does not mean DS9 belongs to Dukat. We didn't see
command transfer. Just because Dukat went to ops, it doesn't mean he
owns DS9. That's a tecnical point of view.

the bajorans have a non agression pact with the dominion, which now
includes the cardassians, who joined the dominion...

I disagree. Kira said "...welcome to DS9." and Dukat relied, "Don't
you mean Turok Nor?" which is the Cardassian name for the station. Then
he says, "I'll be in my office," or something to that effect. In his mind,
he clearly considers the station his.

They may have a non-agression pact with the Dominion but that doesn't
guarantee the Dominion won't attack Bjor. In fact, this is most likely
what the Dominion will do since DS9 is in Bjoran space and they have
already taken it. It is likely that it will be under Dominion rule until
the Federation re-takes it.
