Botched hit on Phil

IIRC, there was no meeting with any of the other families as to
whether Tony could go ahead with the hit on Phil. There was also no
commission on whether or not Phil would be able to take out Tony. I
could understand Phil not following protocol because he's always see
the Soprano Family as more of a crew and probably didn't feel that he
needed permission.Given the fact that Tony ordered a meeting for the
second Phil hit why was none called for the first attempted hit?

I think the days of asking the "commission" and that stuff went out a long
time ago. These days it's just a free for all.

And the meeting that he had wasn't really for a second hit on Phil. He was
still going after him and they all knew it. it was to make peace with the
people that worked for Phil.

They NEVER mentioned the commission, which was a huge oversight.
