Does anyone know the name of the X-Files episode with the Simpsons on it?
I think it was the one with the kid who could read minds and at one point
was watching it in the background. It might have aired the same night as
"Bart the Mother". (The first time that episode was shown.)

I know what you're talking about, but when they ran this episode in rerun,
the kid was watching King of the Hill. Sorry, I don't know the name of the
episode, but I do remember it was the one with the mind reading kid and
Moulder's old partner trying to come between him and Scully.

The name of the epsiode was The End. I know because it was last
episode to be filmed in Vancouver, here where I live, and I got to be on
the show as part of the audience watching the chess match in the
opening. Though I am technically on camera, it's too far away to pick
individual people out of the crowd.

Which Simpsons episode was shown for a split second, or can it be
identified?

Anybody else know for sure.

I can't confirm beyond a shadow of a doubt, but I'm pretty sure you're right
that it was "The Cartridge Family."

It was "The Cartridge Family (5F01)," the scene at the dinner table (or
the breakfast table!) with Homer thrice mutilating Marge's refrigerator
photograph.

That was way more than a split second. You could see most of the skit in the kitchen
with the gun going off...
