Judge Snyder appears at the end of the episode, and confers on him the name of
Seymour Skinner, as well as his past, present and future. He also decrees that
nobody will ever speak of the incident again, under penalty of torture. Why
that penalty isn't instituted as often as this question comes up is a sad, sad
mystery.
Actually, that's a trick question and is a rather amusing bar bet. If you
recall at the end of the episode where the judge has his short little
monologue, he states:
"By authority of the City of Springfield, I hereby confer upon to you the
name of Seymour Skinner, as well as his past, present, future, and
mother... And I further decree that everything will be just like it was
before all this happened! And no one will ever mention it again, under
penalty of torture!" - Judge Snyder
:)

You should also take into consideration that there is another Seymour Skinner
who was Principal and whose name is, has and always has been Seymour Skinner.
He was run out of town on a train.
I thought he was called Playstation Chalmers nowadays.
Damn, my timing was as bad as usual, eh?

You better believe that's a paddlin'.
And no one shall ever speak of this again, under penalty of torture.
You mean penalty of a paddlin'.
Oh, you mentioned the penalty of a paddlin'. You better believe that's a
paddlin'.
