I recently watched a movie made in the 1930s called "Freaks" (If you haven't
seen this film, I strongly recommend it.)

There was a scene in the movie in which some people were chanting: "One of
us, One of us, gooble-gobble, gooble-gobble, One of us..."

I recalled that I had seen that as a parody some time ago, but couldn't
remember where I had seen it. Was it ever in OFF?

I think you're talking about the episode where Bart and Homer are at the
Epcot Center, ridding in the "electric car of the future" ride that was
sponsored by gasoline producers. In that scene the narrator explains
that driving an electric car will make you look gay while three
animatronic men are standing in the background chanting, "One of us".
