That episode was one of the Halloween specials.
The whole family was in the car on the way to Mr. Burn's
mansion (a take-off on DRACULA).
HOMER: Is everybody excited? After all we did agree to a midnight dinner
with Mr. Burns in ... TRANSYLVANIA!
BART: What an odd thing to say!

It was the episode with Brad Goodman, the self-help guru. They all pull
into the parking lot via the Simpsons family wagon to see his seminar and
Homer says "I'm glad we all agreed to attend this self-help seminar
together" or something to that effect, to which Bart (with a delightfully
dumbfounded expression) says "What an odd thing to say!"

"Wrong again, Flanders!"
Bart's line in question came from "Bart's Inner Child." The family pulls
up to the Brad Goodman lecture and homer says:
Homer: Well, here we are at the Brad Goodman lecture.
Lisa: We know, Dad.
Homer: I just thought I'd remind everybody. After all, we did agree to
attend this self-help seminar.
Bart: What an odd thing to say...

Actually, in this episode Homer said something along the lines of, "It sure was
nice of Mr. Burns to invite us to a midnight dinner at his house in...
PENNSYLVANIA!"

That was in the episode with "do what you feel day." They were
going to see that guy ( I forget his name) with a phd in pain. Homer
said, "well, here we are at the place (not right, but my memory is
going), just lke we all agreed." By the way, does anyone know if this is
a parody of anything because it seems an odd thing for bart to say, but
maybe that's the point.

Nope, wrong.
It's from "Bart's Inner Child," P-code 1F05, and it goes like this:
Homer: I just thought I'd remind everybody. After all, we did agree to
attend this self-help seminar.
Bart: What an odd thing to say...

I thought it was yet another piece of meta-humor.
The only reason Homer would have to say something like that
is as a form of exposition to the viewer. Of COURSE the family
knows where they're going, etc. They don't need to be given
the setup for the scene; we do.

Pennsylvania, actually. Much more scary.

I'll respectfully disagree. I'm pretty sure that the episode with
that line is the one where they go to see the New Age healer (who declares
that Bart has the perfect life philosophy). The family was sitting around
talking about whether or not they should go to hear him speak. A second
later, you see the car pull into the lot:
Homer: Here we are at ----'s lecture, just like we agreed.
Bart: What an odd thing to say.

I believe it was Brad Goodman - "The Feel Bad Rainbow". Great episode!
But what was the significance????
