James Earl Jones did a few voices for The Simpsons. Treehouse of
Horror I, he plays a moving man, and he narrates "The Raven" short. Also, in
Treehouse of Horror V, he is the voice of Maggie when Homer alters the present
by changing the past.
Harry Shearer does Julius Hibbert, and he does a lot of the deepest
voices on The Simpsons. He tends to sound like JEJ, though. And Ron Taylor
played Murphy in Moaning Lisa and 'Round Springfield.

Negative, Dr.Julius Hibbert is voiced by none other than Harry Shearer.
Dr. Hibbert is voiced by regular cast member Harry Shearer.
James Earl Jones "appeared" twice on the show. In "Treehouse of Horror I",
he played one of the moving guys, Serak the preparer, and the narrator for
"The Raven." In "Treehouse of Horror V", he voiced Maggie.
(Which leads to this question: how many characters are there that could be
played by both Elizabeth Taylor and James Earl Jones?)
Also, in "'Round Springfield", Darth Vader, Mufasa, and "James Earl Jones"
(saying "This is CNN") appear, but were not voiced by James Earl Jones.

Dr. Hibbert's voice doesn't resemble Bill Cosby's at all.
