There was some fairly lame I think movie once with Joe Flaherty as a
narrator type who appears between sketches; one episode of it was
written by Catherine O'Hara, was pretty funny, and Hemphill was
especially funny in it. Does anyone remember the name of what I'm
talking about? I only remember a few scenes from it.

That's "The Half Wits", with John Candy as Darren Peel, Andrea Martin as
Blanche Rae Kellogg, Joe Flaherty as Arthur Andrew Liggett, and Martin
Short as Lawrence Ohrbach.
Even though the categories were blatantly simple -- "Articles of Clothing
Found in a Bedroom" -- the contestants couldn't even get close to a correct
answer. Levy finally blew his cool and demanded they each pick a number
between one and ten, and he would declare the winner. They all chose 12.

Harold Ramis was a writer and performer during the show's early days.
He played charcters like Moe Green, Curtis Edgett (Plainclothes
Mountie), Mort Finkel (Do-it-yourself dentistry) and others.

I think you're referring to Harold Ramis......
Moe Green was originally played by Harold Ramis (who was indeed in
Ghostbusters). Moe did all of the Dialing for Dollars until he got kidnapped
by Leutonian Leftists and was replaced by Walter Cronkite (Dave Thomas).
