What is the deal with David Spielberg? Why is he Rockford's police
connection
in a few episodes that it appears Santos is not in?

Was this to give the impression that Rockford has other police
connections or maybe
Santos had contract problems and they tried to develop Spielberg in case
Santos
didn't come back?

How else could you explain the fact that he appears in some episodes and
not others and
in no particular years?

David Spielberg was only in two episodes. Both were in the first year,
Charlie Harris At Large and Just By Accident. The first one (Charlie
Harris) looks like they needed an antagonistic police presence. I
thought he (David) played the part well.

Then, two episodes later, David Spielberg appears, is friendly and
somewhat subseriveent to Jim and also appears behind a desk. This looks
like a part written for Dennis Becker. It looks Joe Santos couldn't do
it and they brought back David Spielberg to fill the Dennis Becker role.
Joe Santos was doing guest roles on "Police Story" -- perhaps that
occurred here.
