I know the complete series is available on the gray market, but we've
yet to see the release of season 3 in its own country of origin. In
fact, I just checked, and found that my video retailer had dropped its
retail price for Seasons 1+2 by $10 (down to $22), which means they're
trying to clear out a title gathering dust in their warehouses. It
doesn't really surprise me, because there's a big difference between
liking the reruns on cable, and buying the series on DVD.
This could explain why Universal isn't in much of a hurry to add to it,
but I do hope the studio issues at least 4 full seasons of Quincy for
fans here in the USA before they give up.
