I think it was Harry not Henry. I Googled up a New York Firefighter
named Harry S Ford who died in June while on duty. He was a 27 year
veteran so he something of a fixture in some parts of the city. It's not
inconceivable that Montana or someone connected to the show knew him.

Yes, I posted last night that I thought his name was Harry. The imdb lists
Harry Ford as a grip on Oz, but uncredited. He died in June of 2001 (on
Father's Day) in Queens, of a "firefighting-related death." He was also a grip
in movies such as "Carlito's Way" and "Ghostbusters II." He was married with
two children when he died. I assume this is the same Harry Ford as the person
it was dedicated to. I think that they'll have another dedication in a later
episode of Oz, to the NYC fire and police departments.
Sorry, I forgot to mention that I think you're right about Ford. I just wanted
to add how they knew him.
