Why did Clark let him go?

I don't get it. Whether he was fooled by Lois' act at the end
or not, he knows Luthor escaped from jail. So, why does he let him go?
What happened to his whole justice credo? I loved the show, but they
kinda cheated at the end there. But, as always, I forgive them since I
find it so entertaining and inventive - and am still amazed that they
got this whole take on the Superman legend to work.

Bingo. My problem with the show exactly. I must disagree with it being
entertaining and inventive. The producers seem to have painted themselves
in a corner. They don't want to explore (seemingly) the married life of
Lois and Clark.

I would think that there are as many more storylines after the marriage
as there were before the marriage. I wish the honeymoon were over so
we could get back to some not so off the wall plots. Superman can fly,
I'll buy that, but frog eating clones??? Give me a break.

I live in the Netherlands and the show isn't on dutch television yet.
I watch Lois & clark on the BBC (UK television). Here the show just
started it third season. Lois knows Clark is Superman! How did this
happen? Did I miss something at the end of the last season? Could
somebody explain this to me?

He let Lex go 'cause he probably was still in shock and confused about
Lois decision to go off with Lex and also was afraid of alienating her by
apprehending him.
