I was also confused. It was obvious he was only sending the black kids,
but somehow they discarded that and then came up with the bribery
motive. You were not the only one left in the dark as to why race no
longer was the determinate factor in his sentencing.
I thought it was the worst episode so far in the series. No Noth and the
lack of a logical explanation of why racism was discarded as a motive
made it so.
The best part was the way they skewered politicians and their back room
deals and total lack of any ethics.
So what else is new?

Anyway shows rip one another off all the time.
i.e.
"Stargate SGI" the crew becomes slaves on another planet.
Star Trek Voyager the next season, a like story.
Both "Matt Houston" & Starkey & Hunch had "Play Missy for Me/Fatal
Attraction" BTW both shows were from the same producers.
The above is bad enough, it ticks me off when the shows do this one
after the other.
"Sanctuary" a few weeks back a flash forward where Helen is in a world
of Zombies (something like "Last man on Earth")the next week on
Smallville Lois is in a like situation.
Another point a lot of shows this season are having pilots that start
off with one of the character in danger and then they flash back
to a few days ago, a few hrs ago etc.
Matter of fact a SVU rerun on USA the other day was the one where Eliot
is undercover and its starts off his being shot.

They don't have to. That's a real case. Given the lead up between
script and showing, they would have both been inspired by the same
newspaper articles.

Not really. He probably really was a born-agan bigot after the
attack. But that isn't an indictable offense and taking kickbacks is.
After reviewing the stats they found that it was the kids from poor,
single family homes (who are more likely to be black). Those families are
less likely to appeal the sentence and/or call the mayor to complain.

for child pornography, having sent a naked picture of herself to someone.
I can't even remember the initial story, and then somehow the picture
came up and the judge sentenced her for that. Then they uncover that
she had a connection to the private facility, and was getting kickbacks.

Yes, the racism wasn't the cause of the act, it was the filtering system.
If he'd simply been sentencing black kids to longer periods, then it
would be racism.
But, his motive was to get the kickback. How he selected "candidates"
was irrelevant to that crime. That he chose black teenagers was "merely"
icing on the cake for him, he got the kickback and got to practice his
racism.

He started sentencing harsher to so they would stay in the system
longer so he could send them to the Paul Grave "Academy" private jail
that handled the overflow from Cook County. The Judge could get his
kick back from them to pay off the bookie that attacked his wife
because the Judge wasn't paying up on his gambling debts. That is why
they dropped the charges. If he and his wife pursued it then the
story of his gambling would had came out.

See above. The scene in which the determination of that the judge
wasn't a racist after all was shown about 42 minutes in (including
commercials), right after the scene Peter Florrik's mom Jackie turn
the hose on the wife of a convict that was sent away by her son.

Kinda surprised that a person with an WASP-py English last name like
"Lockhart" still mattered to a lot of Irish Americans in Chicago,
enough to sway their electoral choice. But I guess a lot of old
timers from old middle age 55-65) and senior citizens (65+) do vote
for judge and comptroller and such while 18 year olds, young adults
(19-35) and young middle age (36-45?) generally ignore those
elections (for the record middle-middle age is 46-54 I think). I know
their are people who still take the old most Italian people are
involved with the Mafia prejudice seriously and heavens knows there
is still Anti-Semitism, but I though the "war" between WASP and Irish
Catholics was over. I guess there are still some Irish that are a bit
peeved over Northern Ireland and the British still being there.

though poor and from a single family home had a high powered law firm
behind him. He really could not afford to have his scheme unravel. If
your economic motive is the true motive behind which defendants he picks
for harsh treatment, this should have been a case to avoid. After all,
this was not an overworked public defender in front of him.
