Let's say it was already there. During WW I it was used by the
railroad for spare parts or storage. After WW I, the site was
abandoned and the tracks re-routed closer to Hammelberg. The site was
closed and no records were kept when Stalag 13 went up in WW II. The
Allies, however just happened to have some old maps with them when
they were keeping track on everything the German military did and in
comparison with the new maps uncovered the now-dormant storage
facility.

The origin of Hogan's Heroes can snowball from there and it would add
more plausibility on how the tunnel got built without anyone noticing.

That's pretty much the same way I figured would be the best way to explain
the tunnel since several others have pointed out on some web sites just how
hard it would've been to have constructed that tunnel without Colonel Klink or
Sgt. Schultz noticing and to say nothing of a snooping Major Hochstetter.
Having the tunnel already in existence, ready made, with the Germans knowing
nothing (except for Schultz and Helga) makes sense.
But, another question...
It was suggested in the pilot episode the tunnel seemed to be multi-level and
quite vast and deep. I don't know how the movie studio will convey the size of
the underground tunnel, but if they choose to go with what was originally
hinted at in the pilot episode, would it not make more sense for Hogan and
company to have access to an elevator to hasten their time in getting back to
the barracks on rather short notice? With possibly, steps or ladders used near
the bunk bed that doubled as a trap door (so the German soldiers wouldn't hear
the hum) and to use other steps as an emergency escape route should an elevator
break down?
Further, I believe the pilot episode also hinted that there were many more
soldiers working below the stalag - perhaps some of these could be explained as
serving as doubles for the upper echelon of Hogan, Newkirk, Le Beau, Kinchloe
and Carter. This might explain why the Germans never noticed the disappearance
of Sgt. Kinchloe and the replacement of Kinch by Sgt. Baker.
It might also help if it was explained Newkirk, Le Beau, Kinch and Carter
(and Baker, later on) were actually high ranking military officers, taking a
drop in rank to fool Klink, Burkhalter and Hochstetter.

Remember that in the pilot episode, Carter was a lieutenant.

Quite right, Jack - Newkirk was also a lieutenant while I believe Le Beau
remained a corporal and Kich remained a sergeant. For the life of me, I can't
remember Olson's rank or the rank of the Russian soldier but because those two
characters didn't stick around, it's a moot point.

I was at a hotel one afternoon for a company awards dinner. There
also happened to be a Star Trek convention there. I passed by four or
five guys in (REALLY GOOD) Klingon costumes. They were ARGUING over
the merits of Ferringi warp drive and how it really did work. . .

Odd thing is that it seems they use the exact same ladder for every entrance. They use the same ladder to get to the Barracks, tree stump and dog house? I also noticed the control room which is right under the barracks yet it raises the antennae above but above Klinks office which is across the camp? And in other episodes the control room is located when the tree stump ladder is or the dog house one instead. And in many episodes the tree stump exit is only a few feet from the Barracks exit even though they should be very far away. Frankly it is all confusing I dont think they even tried being consistent with the tunnels and ladders, etc. And outside of the Pilot you really never see any other pert of the tunnels but the control room
