If we apply facts that we have acquired from the show over time. Then there was a time when Klink actually out ranked Burkhalter. In the "Inspector General" we are told that Klink has been in grade longer than any man in the German army. So this mean he has been a Colonel longer than any other Colonel in the army. In the pilot Burkhalter was not a General but was instead a Colonel. So if both were Colonels and Klink had been in grade longer that would have made Klink Burkhalter's superior.

Don't over think it. In the pilot, Larry Hovis played Lt. Carter,
then without explanation was Sgt. Carter for the rest of the series. I
believe Howard Caine played different characters in the first season
before becoming Maj. Hochstetter, and many other actors (Noam Pitlik,
Bard Stevens, John Stephenson, Edward Knight, and many, many others)
played numerous characters throughout the series. Character
continuity wasn't very high on HH's producers' list.

Of course we cannot go by logic in the series. I believe HH is second only to MASH for the number of inconsistencies. Like it always winter on the show but the had shows on D day and the assassination attempt on Hitler which both happened in the summer. Then the series finale where Hogan was surprised to learn that Frankel was a woman and asked so many personal questions about her. When we all know they were close to each other and knew each other very well i another episode. Not quite as bad as the missteps in MASH but almost on that level.
