I missed the first half of the first series of Felicity (late starter) and
I've never been able to establish just exactly who the Sally is that
Felicity keeps corresponding with by cassette.

Sally was Felicity's French tutor in high school. And while I'm not completely
certain, I was under the impression that they had been sending tape letters
before Felicity graduated from high school.
You have solved the most annoying thing about the show for me. Everytime I
watched an episode, I always thought to ask who this Sally person was and
then promptly forgot about it until I watched the next episode and so on...

Yes - it was established several times that Sally's tapes were
real....remember when Ben listened to one of her tapes and got busted for
it? Or when Sean wanted to shoot Felicity taping a message to her in the
second season's "Documentary" ep?

I think Felicity explained it in the pilot. She told Ben that Sally
was her French tutor and confidante, and that she found it easier to
talk to her than write it down, so that's why they exchanged tapes.
Sally had moved to New Mexico to try to start again after her fiance
was killed in a motorcycle accident. It sounded like it hadn't been
long since it happened, so I guess she was Felicity's tutor through
most of high school.
They had Sally "talk back" regularly in the first season, and Sally's
voiceovers usually wrapped up most of the episodes. Season two we saw
Felicity making tapes sometimes, but we didn't actually hear Sally's
answers. I figure it's because Janeane Garafolo was so busy doing
movies that she didn't have time to do the voiceovers anymore. I've
heard that in season three, Sally will pretty much be phased out. They
say because Felicity's more mature now, and has got friends and a
counsellor to listen to her, but it's probably also because Garafolo
is getting her own show on HBO.
I'll admit I haven't seen them all - missed most of the first season -
but I've never heard Felicity listening to one of Sally's tapes being
played.

There you go. As far as I can recall, all of the incidents of Felicity
playing a tape from Sally are from the first season. I suspect that either
A) Janeane didn't want to be involved anymore and/or was too busy during the
second season or B) the producers wanted to scale back the "narration" part
of the show somewhat, just like we heard less from Liz's diary in the latter
half of Roswell's first season.
Either way, as much as I adore Janeane Garofalo, I don't really miss her
tapes to Felicity. It was a distraction to what was going on and I hope we
hear less of Felicity's tapes to Sally this season.

Hi, Moon and welcome. That being said, you're dead wrong. I really,
really miss the Sally tapes. I can't tell you what the narrations
added to the show. I can tell you that replacing them with the
Pavone-counselor character is my least favorite change in the show.
Yes, even more than the haircut.
Yes, even more than the personality transfer of Ben and Noel.
Yes, even more than Felicity sleeping with the gay porn star.
This thread raised the question "is Sally all in Felicity's head?".
While I don't believe that's true, the tapes certainly felt more like
Felicity's thoughts than Pavone's diatribes do. Pavone is way too
direct in her influence.
Also, the narration allows for the insertion of shots Felicity, Ben,
Noel and the other characters while Felicity "listens" to the tapes.
Pavone's advice usually includes a shot Pavone and that "ya get what
I'm saying?" look she always has on her face.
In my humble and uneducated opinion, it's a step down.
