Snarky answer: He was James' brother, and usually played the bartender.

Frank Garner was the junior partner of the law firm Garner and Garner,
which Elizabeth Collins Stoddard used to conduct her legal affairs. He
was the son of Richard Garner. He developed a romantic interest Victoria
Winters and began seeing her.
Frank also represented Roger Collins and Laura Collins when they decided
to divorce

oh, this is from the REAL early pre-barnabas episodes? That's why I
don't recognize the name.
The first episode I ever saw was when david was looking thru a crystal
ball for Sarah.
He was a very nondescript character, though. He was a kinda sorta
love interest for Vicki before Barnabas arrived. But one night he
went out to help Joe and Dr. Guthrie open up Laura's grave, and was
just never heard of again. He just disappeared and nobody seemed to
remember that he had existed at all. Kind of like that Twilight Zone
episode with the astronauts.
You remember that from the shows first run on TV back in 67? Wow. I
saw the show three times on Sci Fi and remember not a whole lot of
what went on.
I remember him vainly trying to woo Vicky while she was completely
absorbed with the ghost of Josette. The show was transitioning at this
point from gothic mystery (but non-supernatural) to supernatural-as-
all-get-out. I wrote a limerick about him:
Frank Garner is gone, no retrieval
A victim of Gothic upheaval
The show’s new direction:
Satanic infection
But lawyers? Well, they’re just too evil
Yeah, that's how big an impression it made on me as a kid. I had an
instant crush on Sarah too, which helped

Ha! That's great. Very nicely done.

I can see remembering Sarah as she was a huge part of a very popular
storyline with that catchy song. Not hard to remember at all
