No, Julia Cunnigham was never in the original Dallas series, though I
believe the actress who played her appeared as a different character.
Not Sen. Dowling's assistant Kay Lloyd, though.

Yes, there was an implied earlier relationship, but as far as I know
it was invented for the movie. Senator Dowling's aide was Kay Lloyd,
played by Karen Kopins. See spoiler information below.

Rosalind Allen, who played Julia Cunningham, did appear in the
"Dallas" series -- she played Annie Ewing, Bobby's ex-wife (a fantasy
character), in the last episode.

I wondering about the same thing. I never remeber them mentioning any
neighbors except Lucas Wade (Jenna's dad).

I believe Julia was Bobby's wife in the last episode, if JR never existed,
