Frank took & passed the Sergeants' exam, so he's starting over in some ways.
Didn't they mention last season, in passing, that Calleigh had been
bumped to LT? Which seems kind of strange for a non-supervisor,
non-shift-leader.(Other than when she was acting while H and Delko were
off on their highly illegal revenge trip.) Anyway, I bring that up
because it gave me the impression that senior CSIs were Sergeants, so I
assumed that senior detectives also were.

Back in uniform
Sergeant is still a promotion from detective, reagrdless of wearing a
uniform. Some of the highest ranks in the police wear a uniform.
Well, I'm not sure why that would starting over, either. Even
detectives, who were plain clothes much of the time, are uniformed
officers. They keep and maintain a uniform and wear it in various
departmental situations, on the frequency of about once a month or so.
Yep, that's what I've brought up every time someone makes the comment
that going back to wearing a uniform is a demotion. The LAPD chief, the
boss of the whole department, wears a uniform.
I understand that and didn't mean to suggest that his promotion was a
demotion in any way. As a Sgt. Frank has the least seniority in that
rank, which I'm guessing is why he's back in uniform.
His senority has nothing to do with being in uniform. His particular job at
this time requires him ot be in uniform. There are detectives who are not
sergeants but do not wear uniforms. There are also detectives who are
sergeants. If you remember on NYPD Blue near the end, Sipowitz became a
sergeant and started wearing a uniform. He later became a detective again
and went back to plain clothes and due to being a sergeant was over the
department.
You also can't compare officers in different cities. Rank and job
requirements (like uniforms) vary from city to city.
