Her spirit now resides in another woman's body (a blonde), if she gets
too close to any of the other sisters, everybody's powers go haywire
when they use them. So she now resides on the East Coast.

(I'm deliberately leaving out where on the East Coast and why/how
she's in another woman's body. And what Cole has to do with it. You
should read the comics.)

Billie's not really been seen and hardly mentioned since the comics
series began. But practically everybody else still alive or
dead-but-active at the end of the TV series has made a significant
story appearance so far, so I think she'll show up eventually. The
comikcs's writier, Paul Ruditiz (sic?) wrote The Walking Dead
Companion and other TV-related books, so he's been treating the show
with a healthy respect, stuffing it with story but not over-stuffing
it. The Charmed Ones have a lot of kids, not to mention other
relatives, husbands and whatnot, after all.
