It's well established that Buffy is exactly as strong as is strictly
necessary and no stronger. Call it part of the Slayer magic: it goes
along with anger making her stronger.

Depending on which episode the "chains" reference is from, she may
also have had better leverage for bending the bars than she did for
the chains.
