Short story:
Oz delivered it. Angel hid it while thinking over the implications.
Spike captures Angel and has Marcus (a vampire specializing in
torture) work Angel over because he wants it back.
Doyle, Cordy and Oz find the ring and trade it for Angel.
Marcus takes the ring, Spike looks foolish, AI tracks Marcus (now
wearing the ring) to a sunny beach. Angel tackles him away from a
group of boy scouts into the ocean. They fight in the shadows under
the dock. Angel takes the ring of Marcus finger. Marcus dusts. Angel
walks around in the sun, watches the sunset from a roof top and
destroys the ring by smashing it with a brick.

But I think it could be destroyed by a ritual. Angel did not preform. So the
Gem is in the perfect hiding place. Even Angel thinks it is destroyed.
Sanity is Illegal.
