Eligibility rule change for season 13

According to TIP, there is going to be an eligibility rule change for
season 13:

The only season 12 contestants ineligible for season 13 are the Top 11.
In other words, for the first time ever, a set of former
semi-finalists may re-audition. Their names are listed below.

Adriana Latonio
Breanna Steer
Charlie Askew
Cortez Shaw
Elijah Liu
Nick Boddington
Tenna Torres *
Vincent Powell *
Zoanette Johnson

Why? She can't sing. She dresses in early Halloween. She has less class than
Nicki, if that's possible. Instead of trying to be a singer, Zoanette needs to look
for a position that better matches her looks and abilities. Like a scarecrow or a
house haunter. Or she could be a test pilot at a broom factory.

Does this also apply for all prior seasons of Idol?

It could be a way to bring back some young contestants who weren't
seasoned enough at the time and some controversial one's like Antonella
Barba.

I'm glad you were kidding about Charlie, that kid has a lot of other
things he has to get straighten out in his life before he should be on
a TV Show singing.

I don't think Tim's intent was to shake the earth, only to tell us of
the changes to the show.
