Jailed eye doctor asks judge to reconsider bond

BLOUNTVILLE - A Kingsport eye doctor jailed after violating the terms
of his bond has asked a judge to consider releasing him on stricter
rules - a request she denied in the bond-revocation hearing two months
ago.
Dr. Rick Baker, who owns Baker Eye Associates, filed the request after
losing appeals on the same issue in the Court of Criminal Appeals and
the Tennessee Supreme Court.
Baker, 62, is awaiting trial on charges of especially aggravated
kidnapping, assault, aggravated burglary, and four counts of
aggravated assault that stem from a Dec. 29 incident at his former
home where his ex-wife still lives.
Police responded to Olivia Baker's home on Arrowhead Trail and were
told Rick Baker had arrived earlier and forced his way into the house.
Olivia Baker had two security system company workers at her house at
the time, and Baker demanded to know why the men were there.
One of the workers, Billy Inscoe, told police he saw Baker pull his
ex-wife into a bedroom, and when she came out she had marks on her.
Olivia Baker told police that her ex-husband hit her in the face with
his fist.
The altercation moved outside, where Inscoe said Baker threatened to
kill him after retrieving a gun from his car. Baker allegedly hit
Inscoe over the head with the gun and forced him back into the house.
Baker also allegedly pointed the gun at the other worker.
A short time later, Baker left the residence, according to witnesses.
Baker was arrested sometime later, after he had left the house. The
next day, he was arraigned and released on $50,000 bond. Court
paperwork indicates Baker was told to stay away from the three victims
of the incident, and an Order of Protection Olivia Baker obtained a
couple of weeks later had specific agreements to which Baker agreed.
The same night of his release from jail, and on several other
occasions in the following months, Baker allegedly contacted his
ex-wife, which was a direct violation of the terms of his bond.
In a hearing in July, Judge Phyllis Miller revoked Baker's bond and
ordered him to jail.
Since then, Baker appealed the revocation to the CCA, which was
denied, and then he appealed to the Tennessee Supreme Court. That
appeal was also denied.
Now, Baker has filed a motion for modification of the order revoking
bond. In that motion, his attorneys ask Miller to release their client
because of the "extreme nature of the type of diabetes suffered by the
defendant."
According to the motion, Baker has been taken from jail to the
hospital after blacking out due to hypoglycemia.
Baker wants Miller to release him with restrictions on his travel - he
could only leave his Piney Flats home for scheduled appointments with
his attorneys, his physicians or to go to work - and appoint a
"pretrial monitor" he'd pay for who would report his activities to the
court.
Baker also agrees in the motion to obtain any psychiatric or
psychological treatment necessary.
Baker's case is scheduled for a motions hearing Friday.

Manipulative little ass did it on purpose. "Extreme nature" my eye.
Just skipped eating and worked out. You don't even need to be
diabetic to pull that off.

Damn right. He's a proven menace. Even if he did have serious
medical issues that wouldn't prevent him from being dangerous. He's
fine right where he is.

She better be careful with how much she twists the dagger. It'd suck
if her ex-husband's decline into ruin and madness came back to haunt
her finances too.
This is a pissing contest. Chickie should fold and run, not hole in
with the security guys.
