I still haven't been able to locate any online photo of our newly arrested
Forest Park serial killer, Todd Alan Reed, but here is a more detailed article
which provides us with additional info on 32 year old Todd, as well as how
police managed to decide that he was a legitimate suspect, resilting in them
putting him under 24 hour surveillance, which led to his arrest. It is clear to
me that Todd's PAST criminal record, and the fact that he RESISTED and failed
to follow through on his parole requirements, served to GREATLY increase the
suspicion with which police viewed him. I'd even go so far as to say that if
ALL other details given below about Todd are accurate, EXCEPT that he had NO
past criminal record prior to be stopped a few weeks ago for soliciting a
prostitute, he would NOT be under arrest today.
Just two weeks ago, Todd was KICKED OUT of a sex-offender program that he had
been ordered to attend, as part of his probation, because he repeatedly failed
to show up. See, Todd DREW ATTENTION to himself needlessly, by failing to keep
the "low profile" that all serial killers NEED, and that was the primary reason
for his undoing, IMO. Again, we do NOT have 'quality policework' that led to
this arrest, but rather tactical MISTAKES and inferior choices made by Todd
himself.
We learn that Todd liked to read a lot, but his favorite types of books seem
to be science fiction and fantasy, not true crime. Co-workers say: "The only
unusual thing we noticed was when he went into a panic about a month ago
because he feared he had lost his wallet." INTERESTING! I wonder whether Todd's
"panic" was bropught on by a fear that he may have LEFT his wallet at one of
his murder or dump sites??
Todd was divorced in 1997, after a NINE YEAR long marriage. THe couple had
two child-slaves, and his ex-wife won custody of their two son-slaves, aged 8
and 11. Naturally Todd DID retain regular, unsupervised visitation rights to
the boy-slaves, despite being a CONVICTED sex offender. After all, he is their
Sacred Daddy, their creator, and the Blood Bond mandates of your perverse
Sacred Family Unit-promoting society mandate that the slaveowner-slave bond
must be upheld and honored.

Man held in serial killings
Todd Alan Reed, 32, will be arraigned in connection with the strangulations of
women found in Forest Park

Portland police announced the arrest of a 32-year-old North Portland man Monday
in the strangulation deaths of three women found in Forest Park and partly
credited a detective who had arrested the suspect in a sexual assault case
seven years ago.
Police took Todd Alan Reed into custody about 11:30 p.m. Sunday at Rinella
Produce in Southeast Portland, where he worked a night shift loading trucks. He
will be arraigned today on three counts of aggravated murder.
Portland Detective Sgt. Dave Schlegel, an investigator assigned to the Forest
Park Task Force, remembered Reed from a 1992 arrest in a sexual assault and
kidnapping case and was helpful in recalling information that helped crack the
serial killing case, police said. Reed served three years in prison and was
kicked out of a sex-offender treatment program two weeks ago because he failed
to attend.
"One officer remembered him from a previous investigation and brought him to
our attention," said Detective Sgt. Kris Ferrell, one of the primary
investigators in the serial killings.
A July 7 undercover police sting targeting men patronizing prostitutes along
upper West Burnside Street, round-the-clock surveillance of the suspect for the
past week and physical evidence helped police link Reed to the killings,
Ferrell said. Police declined to discuss details of the case.
Reed apparently made contact with the victims -- Lilla F. Moler, 28; Stephanie
L. Russell, 26; and Alexandria N. Ison, 17 -- along West Burnside, a spot the
women frequented. All three victims were heroin addicts, and two were involved
in prostitution.
"They were connected by a lifestyle he preyed upon," Ferrell said.
Their bodies were discovered between May 7 and June 2 in a heavily wooded
section of Forest Park off Northwest Saltzman Road. On June 4, police set up a
16-member task force dedicated to the park killings.
"We're very lucky to have this man off the street. We feel good about that,"
Police Chief Charles Moose said Monday in announcing the arrest in Chapman
Square across from the Justice Center. "I'm certainly proud of the task force
for getting this important piece of work done."
24-hour surveillance
For the past three to four days, task force members had kept a 24-hour
surveillance on Reed, who lived with a girlfriend in a gray, single-family home
in the 3400 block of North Commercial Avenue.
About 7:30 p.m. Sunday, after he had gone to work, police carried out a search
warrant at the home and towed away his black Mitsubishi Eclipse parked in front
of the house. The search warrant records were sealed.
He was arrested as he was about to unlock his bicycle and leave work in the
middle of his night shift at Rinella Produce on Southeast Alder Street.
"He got a call from his girlfriend, and all of a sudden he went over to his
bike to leave, and the police got him," owner Dave Rinella said, pointing out
the black bicycle still chained to the fence.
At Rinella, where he worked five nights a week loading produce, his bosses
described him as punctual and reliable.
"He was one of the better ones," said Fred Pittman, a manager. "You never would
have known. He looked very harmless. He looked kind of like a nerdy guy, with
thick glasses and stringy brown hair."
Reed liked to read science fiction and fantasy books and would talk about them
with co-workers. The only unusual thing co-workers noticed was when he went
into a panic about a month ago because he feared he had lost his wallet.
On his North Portland block, neighbors reacted with surprise and disbelief
Monday. Reed mostly kept to himself, they said, but they sometimes saw him
barbecuing on his front porch, riding his 10-speed bicycle or spending time
with his two sons.
"He was the quietest one on the block," said Elijah Cochran, who lives next
door. "You know, he didn't bother you, and you didn't bother him."
Rachel Tomlin said she always thought of him as a family man. "It's eerie. I
just don't understand how no one here could have noticed."
Reed got divorced in November 1997 after a nine-year marriage; his ex-wife has
custody of their two sons, ages 8 and 11, but they visited him regularly.
He was behind bars from November 1992 until November 1995 for first-degree
attempted rape and violating the conditions of a prior first-degree burglary
conviction from Gresham, according to the Department of Corrections.
Eight years of supervision
After his release, he was ordered to serve eight years of post-prison
supervision, including sex-offender treatment for the attempted rape, which
involved a knife used against a 24-year-old woman, said Maggie Miller,
spokeswoman for Multnomah County Community Justice.
For the most part, his supervision was routine, and during the past several
years he had made required contact with his parole officer more than 200 times.
But he was kicked out of sex-offender treatment two weeks ago for failing to
attend, Miller said. At that point, parole officials knew he was a suspect in
the Forest Park case.
"He was always noncompliant in treatment, and (his parole officer) was always
trying to keep him in treatment," Miller said. He also had repeatedly failed to
get a polygraph test that was required routinely as part of his sex-offender
treatment. During his most recent home visit Thursday, his parole officer noted
that Reed appeared tired, and the officer again instructed Reed to get a
polygraph.
Police said they received about 600 tips as they investigated the killings --
some from prostitutes, the victims' friends and others.
Worries on dangerous streets
The arrest brought slight relief at Rose Haven, a center for homeless women in
Old Town. Homeless advocates expressed gratitude for tenacious police work,
renewed sadness for the deaths of the women, cautious optimism that the right
man had been caught and extreme frustration that Portland's streets still are
dangerous.
Amatha Saenz, 18, who was friends with Ison, has not been located since she was
reported missing nearly three weeks ago.
Relatives of the victims said they were pleased with the arrest and pledged to
follow Reed's case as it winds through court.
"I'm relieved that they finally caught someone," said Susan Ison, Alexandria's
mother. Police called Ison about 6 a.m. Monday to tell her. "There's no
justification for what happened, but I want to know how it happened. And, I
want to see this guy, face to face. I want to see this to the end, and I want
to make sure justice is served."
Stephanie Russell's father, Robert Russell, said he felt in his heart that
police had caught the real killer. "It doesn't bring Stephanie back, but it
gives me peace that no one else will get killed and that Stephanie can rest,"
he said. "The police have been real heroes. I salute them for what they've
done."

Forest Park Suspect Had Prior Conviction
32-Year-Old Man Allegedly Knew Victims
July 20, 1999 -- An arrest has been made in the Forest Park murders.
KOIN 6 News reports Todd Alan Reed, 32, of northeast Portland, was arrested
early this morning at his place of employment. Reed works for Rinella Produce,
an inner southeast Portland produce business.
KOIN's Mike Donahue reports police arrested Reed, who was working the graveyard
shift as a delivery driver for the produce firm, as he was unlocking his
bicycle during a break.
Reed will be arraigned Tuesday in Multnomah County Circuit Court.
He faces aggravated murder charges in the strangulation deaths of three women
whose bodies were discovered in Portland's Forest Park: Lilla Moler, 28;
Stephanie Russell, 26, and Alexandria Ison, 17.
As a dock loader on the graveyard shift, Reed also drove a refrigerator truck,
picking up fruit and vegetables from other produce houses around town in the
middle of the night. Police said they kept Reed under surveillance at his work.
Reed's fellow employees and neighbors told Donahue they were surprised by the
arrest.
Reed's nextdoor neighbors told KOIN police came last night and towed away his
car, a late-model Mitsubishi.
They said he lived with a woman and two young boys, who visited on the weekend.
Neighbors also said they were surprised to learn that Reed was a convicted sex
offender. His criminal record also includes two charges of domestic violence.
Detectives on the task force said they started with hundreds of suspects and
narrowed it to Reed. They ran street missions in which police decoys played
prostitutes. Those operations, police said, were very helpful.
At news conference this afternoon, Portland police told KOIN that Reed
allegedly knew the victims because he led a similar lifestyle. All three
maintained contact with their families but lived transient lifestyles and were
drug users.
At that time of his trial for the previous conviction, Reed faced 19 charges
but was convicted on only one. Sentenced to 12 years, he served only 2 1/2
years in prison. He is a registered sex offender in Multnomah County, according
to KOIN.
Portland Police Chief Charles Moose emphasized that while police are pleased
with the arrest, this does not diminish the pain felt by the families of the
victims.
