children. The police don't have an extradition arrest, so they can't arrest
him.

Pervert they can't arrest

A CONVICTED pedophile known as Mr Bubbles has been busking as a children's
entertainer on the Northern Territory's market circuit.
The Sunday Territorian has learned David Rupert Mills, a popular performer
with children because of his bubble-blowing routine, was convicted in 2001
in South Australia for indecently assaulting a nine-year-old Adelaide girl.
Mills is also a wanted man in SA because a warrant for his arrest was issued
in 2003 after he failed to attend a sexual offenders treatment program.
He received a 10-month suspended sentence for the 2001 assault and a bond
requiring him to attend the program.
But NT Police say they are powerless to arrest Mills because SA Police have
not sought an extradition order.
It is understood four plain-clothes Territory police officers have kept
Mills under 24-hour watch since he returned to the Territory about 15 months
ago.
He has been busking and performing at Parap, Nightcliff and Mindil Beach
markets since then.
Parap Markets organisers banned Mills from performing his bubble tricks
after police warned them he had a "history" with children.
But Mills was still performing music at Parap markets last Saturday and
talking to children.
"The police came and told me that he is someone that needs watching with
kids," market co-ordinator Ross Dudgeon said.
Mills was unrepentant when approached by the Sunday Territorian and freely
admitted he is a pedophile.
"(They stopped me from blowing bubbles) because they don't like it here (at
the Parap Markets)," he said.
Asked whether he thought it was appropriate he perform at the markets, he
said: "This is not a children's playground."
Asked whether he thought parents should know about his convictions he said:
"Parents should look after them (their children) better."
SA Police have refused to comment on why an extradition application has not
been lodged, despite a warrant for his arrest being issued in 2003.
And NT Police said they could not arrest him until such an extradition is
lodged.
"If extradition is not sought, Territory Police have no power to arrest that
person if there is no evidence that they have committed any other crime or
crimes in the Territory," NT Police Commander George Owen, Specialist
Support Region, said.
Mills' sister June told the Sunday Territorian on Friday her brother left
for Sydney during the week.
"He has gone, he has left town but he is not running," she said.
