ST. CLOUD (AP) - A St. Cloud woman has been arrested in the death of a
man whose body was found over a year ago in Paul Bunyan State Forest.
Terra Waters, 45, was charged with a single count of second-degree
murder in the death of Lawrence Blais, 61.
Court records said Waters admitted to police that she shot Blais on
Aug. 22, 2002, in St. Cloud then dumped his body in a shallow grave in
Hubbard County. They had a previous relationship, records show.
The body of Lawrence Blais, 60, of St. Cloud, was found in the fall of
2003 in a remote area of Hubbard County.
St. Cloud police were told Friday by the state Bureau of Criminal
Apprehension about information in Blais' death. That led to the arrest
of a 45-year-old St. Cloud woman.
She was booked into Stearns County jail, pending charges. She was
expected to make her first court appearance Monday.

I found some local opinions about the victim. Makes me wonder if there
are circumstances that are not yet being released. From the little bit
I've found, I doubt we'll ever know. One article said the victim had a
"lengthy" criminal record. This is not to say that I object to 1st
degree if that's what it was.

I don't know this woman but she shouldn't have to go to jail for doing
St. Cloud a favor by taking out that dirt bag. I'm quite sure he had no
soul. That's just my opinion and many others' who I grew up with.

I must have been under a rock when this happened. I didn't know that
good ole Larry was no longer with us. I do believe in the death
penalty, but certainly not in this case. She should get a friggin medal.
Sounds like Larry was a 'badass' of some sort?

I wish I could bring up chat accompanying the news report immediately
following Larry's death. It was none to complimentary, with a number of
posters recalling some of his more colorful exploits. Larry made quite
a few trips through the wrong end of the criminal justice system.

To Ms Waters' credit, bail set in Stearns County murder cases is often
around $1,000,000. The $750,000 bail she received may reflect a 25%
discount based on Larry's notoriety.

A St. Cloud woman has been charged with second-degree murder in the
2002 shooting death of Lawrence Vernon Blais.
Terra Kraft Waters, 45, was arrested Friday and made her first court
appearance on the charges Monday. Stearns County District Court Judge
Skipper Pearson ordered her held in lieu of $750,000 bond.
Pearson also ordered an examination to determine whether Waters was
competent to proceed with future court hearings and whether she was
competent at the time of the Blais's death.
Blais, who had a lengthy criminal record in the St. Cloud area, was
found Oct. 21, 2003, in a shallow grave in Paul Bunyan State Forest
north of Park Rapids. He had been shot and his body was decomposed.
A court complaint charging Waters indicates she admitted shooting Blais
multiple times and taking his body to rural Hubbard County. It wasn't
until recently that investigators learned the killing took place in St.
Cloud. Waters told police Friday that she killed Blais in August 2002
at 111-13th Ave. N, according to the court complaint.
Police stopped short of saying others were involved in either the
killing or in helping dispose of the body.
"I think the fact that the investigation is still ongoing and we're
asking for other people with knowledge of the relationship at or about
that time kind of speaks for itself," Capt. Dave Johnson said.
The description Waters gave police about "the shooting and the disposal
of the body are consistent with determinations made as a result of the
investigation," the complaint read.
Waters has a minimal criminal history and said nothing at a brief court
hearing Monday. She didn't answer when asked her name and stood
expressionless with her arms crossed in front of her.
Police are encouraging anyone with information about Blais' death to
call them at 251-1200 or Crime Stoppers at 255-1301.
