VALLEJO — The FBI is investigating potential “criminal enterprise activities” of the Vallejo chapter of the Hells Angels Motorcycle Club, including an hours-long beating at the infamous outlaw biker gang’s clubhouse and the possession of guns, silencers, and more than 1,000 rounds of ammo seized in a series of December raids, court records show.
In a criminal complaint filed in the Eastern District of California, federal authorities revealed they’ve sought arrest warrants for three Hells Angels members and one “enforcer,” as part of an ongoing investigation into the Vallejo charter of the Hells Angels. The FBI appears to be weighing the possibility of seeking an indictment under the RICO Act; Task Force Officer Shane Raftery described the charter as a “criminal enterprise” that lords over other motorcycle clubs and is involved in a territory dispute with rival clubs in Yolo County. (Greg: Yes the Vallego Chapter has been used by other H.A.M.C. chapters as an enforcement arm. But how can they lord it over other MC's and be involved in territorial disputes with other clubs in Yolo County? Either Vallego chapter runs Yolo or it doesn't.)
“To perpetuate the enterprise and to maintain and extend its power, Vallejo Hells Angels Motorcycle Club members and associates engage in a pattern of racketeering predicates, including committing and conspiring to commit murder, attempted murder, intimidation, and assault resulting in great bodily injury against individuals who pose a threat to the enterprise or who jeopardize its operations,” Raftery wrote in the criminal complaint.
Federal prosecutors have filed gun possession charges against one alleged Hells Angels member, Jaime Alvarez. News of the investigation came as three Hells Angels members are standing trial in a racketeering and murder case centering on the Hells Angels of Sonoma County. That case stems from a series of arrests in 2017, involves more than a dozen defendants and allegations that members of charters in Fresno, Sonoma, Boston, and elsewhere conspired to murder a Hells Angels sergeant-at-arms and dispose of his body through an illegal cremation. (Greg: I can understand the Sonoma and Fresno charters being involved in a conspiracy to kill a fellow H.A. but how does the Boston chapter 3,000 miles away get roped in?)
On Monday, a former Hells Angels prospect named Steve Kerhagen testified he infiltrated the group as an FBI informant, becoming one of three former prospects or members around the Bay Area to cooperate with authorities. (Greg: Hell's Angels attract informers like flies to excrement. Here in Canada informers are offered immunity sometimes from persecution and up to a million dollars to infiltrate H.A. some are murdered by the club Mike Plante testified against 11 patches and is free as a bird.)
The complaint describes an October 2021 hours-long assault at the Vallejo clubhouse, where roughly a dozen Hells Angels allegedly pulverized two members of the Union Iron Workers Motorcycle Club, beating one for one hour and 50 minutes — that victim said he used a clock on the wall to time the beating — and a second into a “semi-conscious state.”
In that incident, the first victim was set to meet a Hells Angels member at the clubhouse with others in his motorcycle club but decided to go early, by himself. When he did, he was attacked so extensively he suffered multiple broken ribs, and was told the beating would stop if he gave up the name of a second Union Iron Workers clubhouse member he’d been filmed talking to about motorcycle clubs that rival the Hells Angels, according to the complaint.
The man — named in court records only as “Victim 1” — promptly gave up the name of “Victim 2,” who was then lured to the club and assaulted in a similar fashion. Victim 1 was threatened by the unnamed president of the clubhouse that he’d be killed if he returned to Vallejo, but he eventually cooperated with police, the complaint says. Victim 2 claimed to have at best a patchy memory of the incident.
Caspers, Killough, Mahoney, and Alvarez are all named as alleged participants in the assaults, and Mahoney was linked to a 2021 incident in which he allegedly knocked out a man during a fight at Judy’s Wild Wrangler Saloon in Vacaville, according to the complaint. It is unclear what month in 2021 the bar fight took place.
The complaint also references a 2013 case where Killough allegedly sold “stolen military equipment” and firearms with the help of his then-wife, a dispatcher with the California Highway Patrol. A California Highway Patrol dispatcher and her Hells Angels husband are due to be arraigned in court on suspicion of drug, gun and bribery charges.
Dennis Killough, 42, and his 35-year-old wife, Sarah Barham Killough, were arrested after federal agents served a search warrant Dec. 13 at their home in Vacaville. The arrests followed a months-long investigation that was kicked off when Dennis Killough sold stolen military equipment to an undercover officer, CBS Sacramento reported.
Dennis Killough -- who is a convicted felon and member of the Vallejo chapter of the Hells Angels -- also allegedly sold an AR-15 rifle to undercover agents and was dealing methamphetamine with his wife.
Federal investigators believe Sarah Killough, a CHP employee since 1999, used her position to provide information to her husband for a drug trafficking transaction with undercover agents.
The CHP told CBS13 that she was no longer with the department as of Dec. 9.
Agents with the Bureau of Alcohol, Tobacco, Firearms and Explosives joined the CHP’s internal investigation to make the arrests.
Detectives seized a handgun at the Hells Angels facility in Vallejo and a sawed-off shotgun from the couple’s Vacaville home, Fox 40 reported.
While neighbors feel safer with the Killoughs behind bars in the Yolo County Jail, their concern is mainly for the couple’s young son.
“We looked first and that is when I saw all the SWAT members in this area right here,” said neighbor Brittany Johnson, “You could hear them yelling to get on the ground because our walls are so thin.”
Sarah Killough faces charges of possession of methamphetamine for sale and bribery. SACRAMENTO, Calif. - A criminal complaint against a member of the Hell's Angeles biker gang and his wife, who is a California Highway Patrol dispatcher, alleges she helped keep him and other gang members out of handcuffs, reports CBS Sacramento.
The complaint alleges that Dennis Killough told undercover agents his wife, Sarah, worked for the CHP and looked out for him, according to the station. He also reportedly said she used information she gathered as a dispatcher to warn him and fellow gang members that law enforcement was on its way.
The Bureau of Alcohol, Tobacco, Firearms and Explosives says in the complaint that Dennis Killough also offered to let the undercover agents use his wife’s car to move drugs. Her license plate would be traced back to the CHP, making it less likely that they would be pulled over.
The CHP says it never does background checks on spouses or family members, but dispatchers are thoroughly investigated, which includes visiting their home, reports CBS Sacramento.

Last Dec. 8, the FBI conducted a series of raids in Fairfield, Vacaville, and Vallejo, at the four men’s homes, and recovered more than a dozen firearms, including pistols and rifles with obliterated serial numbers, commonly known as “ghost guns.” They also found a sawed-off shotgun, a bullet proof vest, a billy club with a Hells Angels deathhead, more than 1,000 rounds of ammunition, and assault weapons that included an AK-47-style rifle, the complaint says.
All four men were arrested then released as part of the December raids. Shortly thereafter, a still-active GoFundMe page seeking to raise a defense fund for Killough, Mahoney, and Alvarez garnered roughly $7,300 of the $30,000 it sought. The Vallejo chapter, once considered the executor of the Oakland chapter founded by the late Ralph “Sonny” Barger, was notorious for the involvement of two members in the Oct. 5, 1986 mass murder of a family of four, including two children as young as 5 and 17 years at Fort Bragg. It was a crime that made national headlines on Oct. 7, the day after two members of the Sonoma County chapter traveled to Fort Bragg and overnight burned down a home near Highway 20 with the four bodies inside.

The man — named in court records only as “Victim 1” — promptly gave up the name of “Victim 2,” who was then lured to the club and assaulted in a similar fashion. Victim 1 was threatened by the unnamed president of the clubhouse that he’d be killed if he returned to Vallejo, but he eventually cooperated with police, the complaint says. Victim 2 claimed to have at best a patchy memory of the incident.
Caspers, Killough, Mahoney, and Alvarez are all named as alleged participants in the assaults, and Mahoney was linked to a 2021 incident in which he allegedly knocked out a man during a fight at Judy’s Wild Wrangler Saloon in Vacaville, according to the complaint. It is unclear what month in 2021 the bar fight took place.
The complaint also references a 2013 case where Killough allegedly sold “stolen military equipment” and firearms with the help of his then-wife, a dispatcher with the California Highway Patrol. A California Highway Patrol dispatcher and her Hells Angels husband are due to be arraigned in court on suspicion of drug, gun and bribery charges.
Dennis Killough, 42, and his 35-year-old wife, Sarah Barham Killough, were arrested after federal agents served a search warrant Dec. 13 at their home in Vacaville. The arrests followed a months-long investigation that was kicked off when Dennis Killough sold stolen military equipment to an undercover officer, CBS Sacramento reported.
Dennis Killough -- who is a convicted felon and member of the Vallejo chapter of the Hells Angels -- also allegedly sold an AR-15 rifle to undercover agents and was dealing methamphetamine with his wife.
Federal investigators believe Sarah Killough, a CHP employee since 1999, used her position to provide information to her husband for a drug trafficking transaction with undercover agents.
The CHP told CBS13 that she was no longer with the department as of Dec. 9.
Agents with the Bureau of Alcohol, Tobacco, Firearms and Explosives joined the CHP’s internal investigation to make the arrests.
Detectives seized a handgun at the Hells Angels facility in Vallejo and a sawed-off shotgun from the couple’s Vacaville home, Fox 40 reported.
While neighbors feel safer with the Killoughs behind bars in the Yolo County Jail, their concern is mainly for the couple’s young son.
“We looked first and that is when I saw all the SWAT members in this area right here,” said neighbor Brittany Johnson, “You could hear them yelling to get on the ground because our walls are so thin.”

SACRAMENTO, Calif. - A criminal complaint against a member of the Hell's Angeles biker gang and his wife, who is a California Highway Patrol dispatcher, alleges she helped keep him and other gang members out of handcuffs, reports CBS Sacramento.
The complaint alleges that Dennis Killough told undercover agents his wife, Sarah, worked for the CHP and looked out for him, according to the station. He also reportedly said she used information she gathered as a dispatcher to warn him and fellow gang members that law enforcement was on its way.
The Bureau of Alcohol, Tobacco, Firearms and Explosives says in the complaint that Dennis Killough also offered to let the undercover agents use his wife’s car to move drugs. Her license plate would be traced back to the CHP, making it less likely that they would be pulled over.
The CHP says it never does background checks on spouses or family members, but dispatchers are thoroughly investigated, which includes visiting their home, reports CBS Sacramento.

Last Dec. 8, the FBI conducted a series of raids in Fairfield, Vacaville, and Vallejo, at the four men’s homes, and recovered more than a dozen firearms, including pistols and rifles with obliterated serial numbers, commonly known as “ghost guns.” They also found a sawed-off shotgun, a bullet proof vest, a billy club with a Hells Angels deathhead, more than 1,000 rounds of ammunition, and assault weapons that included an AK-47-style rifle, the complaint says.
All four men were arrested then released as part of the December raids. Shortly thereafter, a still-active GoFundMe page seeking to raise a defense fund for Killough, Mahoney, and Alvarez garnered roughly $7,300 of the $30,000 it sought. The Vallejo chapter, once considered the executor of the Oakland chapter founded by the late Ralph “Sonny” Barger, was notorious for the involvement of two members in the Oct. 5, 1986 mass murder of a family of four, including two children as young as 5 and 17 years at Fort Bragg.
