Jule A. Caylor, a Libertarian candidate for Utah's Legislature, is under
investigation for possible connection to the 1985 disappearance of his
former wife in California.
Pursuing new leads in the nearly 19-year-old missing person case,
California police have listed Caylor "a person of interest."
"We haven't cleared him, but don't have enough to say he's responsible
either," said Kurt Messick, a detective with the Concord Police Department
who describes Dorothy "Dottie" Rusnak Caylor's disappearance as
"suspicious."
Jule Caylor, 66, maintained his innocence on Tuesday and said he has no
intention of pulling out of the 2004 race for House District 47, a seat
occupied by his West Jordan neighbor, three-year incumbent Republican Rep.
Steve Mascaro.
Caylor expressed dismay at not being able "to put the past behind" him
and blames renewed police scrutiny on a smear campaign orchestrated by
Dottie's sister, Diane Rusnak.
"She felt sure that I must have made Dottie disappear. But she
disappeared on her own," said Caylor. "Dottie's probably still around,
probably in this country or the Bay Area, just watching all this and
smiling."
News of the investigation came as a surprise Tuesday to state
Libertarian Party officials. But Charles Bonsall, the party's executive
director, said he won't discourage Caylor from running.
"As far as I can tell, he hasn't been charged with a crime," said
Bonsall.

Concord police say Caylor is the last person reported to have seen
Dottie. He allegedly dropped her off at a Bay Area Rapid Transit (BART)
station on June 12, 1985, the morning that she disappeared and left behind
all her personal belongings.
Five days later, he reported her missing and told police that Dottie had
gone to see a friend, but he didn't know who. Later that month, Jule Caylor
moved to Salt Lake City where he had previously accepted a job transfer with
the U.S. Forest Service.
Rusnak, who lives outside Berkeley and hasn't spoken to Jule Caylor for
18 years, describes the Caylors' marriage as "troubled."
"I believe he's a prime suspect," said Rusnak. "We only have his story
and information discovered in her files."
Caylor says the only problem with his marriage was Dottie's "unstable"
mental health, but he admits to an engagement to another woman six months
before Dottie went missing. Third District Court records in Salt Lake show
that Jule and Dottie Caylor were officially divorced Jan. 7, 2003.
"It is a travesty that my family and I are being made to suffer again
for this matter long past," Caylor said.
Messick describes Dottie Caylor's file as "cold," but says he is
following new leads based on information disclosed in articles published
this month in the daily newspaper The Contra Costa Times.
Specifically, police are looking into whether Caylor, as alleged in the
article, poured a concrete patio in the back yard of the Caylors' Concord
home shortly after his wife disappeared.
Caylor retired in January from the U.S. Forest Service where he worked
for 33 years in remote sensing. Caylor says he never remarried, but is
listed in state motor vehicle records as sharing his West Jordan residence
with a woman.
