Suspect has history of violent behavior

NORWALK -- A restraining order was issued against Hayward Bissell in 1987
for allegedly assaulting his wife and threatening further violence, court
records show.

Bissell's wife at the time, Sherry J. Bissell, asked that her husband be
restrained from contact with her, her mother, and the couple's 1-year-old
daughter, stating that she had been the victim of domestic violence and that
he had made threats of further violence.

She also stated that she felt her daughter was in danger.

The restraining order was removed at her request eight days later. The
couple lived in Norwalk at the time.

Although Hayward Bissell lived in both Greenwich and Norwalk over the last
two years, officials from those police departments said today he has never
been charged with any crime in their jurisdictions.

Norwalk Police Chief Mike Ruggles said this morning that Bissell allegedly
telephoned a threat to a Norwalk clinic in October 1999.

He had called the clinic because his medication had been discontinued,
Ruggles said.

"If I don't get my meds, I'll make a visit to your office. You'll be sorry
you've ever heard of me," police records quoted Bissell as saying.

Charges, however, were never filed in connection with that incident and
Bissell later apologized for the call, Ruggles said.

Bissell lived in the Senior Drive apartments in Greenwich before moving to
Norwalk

Greenwich Chief of Police Randy Kilgore said today his department never had
any criminal dealings with Bissell.

"Last year, officers went to his apartment after receiving a report of an
activated smoke alarm, and police there found him under the influence of
marijuana but no charges were filed in that incident after officers
determined he needed mental health treatment," Kilgore said.

Capt. Bob McLaughlin of the Huron County Sheriff's Office said today the
only dealing deputies had with Bissell came in February 1998.

Bissell was reportedly walking along U.S. 224 near Ohio 13 when officers
stopped because Bissell seemed disoriented.

Deputies took Bissell to Fisher-Titus Medical Center in Norwalk for mental
health treatment, but the department had no criminal dealings with him,
McLaughlin said

Ruggles and Norwalk police officers searched Bissell's and victim Patricia
Booher's apartments on Monday but found no signs of criminal activity or
indications that Booher was forcibly taken from her State Street apartment.

Bissell and Booher, who were dating, were on their way to Winter Haven,
Fla., to visit Bissell's father, Ruggles said.

Ruggles said he had no information as to why they were sidetracked into
Alabama.

He also said he had not been told of any motive for the killing.

Booher's cousin, Rebecca Booher, 21, said Bissell called her parents home
looking for Patricia one time.

"He was very upset that she wasn't here," Booher said. "I gave the phone to
my mom to deal with."

Rebecca, who had never met Bissell, said her cousin had always introduced
the family to her new boyfriends.

"Usually when she had a boyfriend, she would bring him over here," Rebecca
said. "She didn't bring him over here."

Victim's father in prison for rape

NORWALK -- The gruesome mutilation and murder of Patricia Booher Sunday
afternoon in Alabama thrust her family into the public spotlight.

But it is not the first time the Booher family has received media attention.

Six years ago, Booher's father, Vernon, was sentenced to 10 to 25 years in
prison after being convicted of sexually abusing two young girls, ages 7 and
9, who lived near his Norwalk-area mobile home park in 1994.

The sentence was the maximum punishment for the crimes to which he pleaded
guilty.

Booher pleaded guilty to aggravated rape and gross sexual imposition in
September 1994, just six days after sheriff's deputies arrested him.

Booher, who has "Bad to the Bone" tattooed on his forehead, told prosecutors
he had been molesting the two girls for several months before his arrest.

He admitted to deputies that he did "just about anything imaginable" with
the girls.

"Words cannot express my sorrow," Booher said at his sentencing. "I should
be punished."

Public Defender George Ford, who represented Booher, said his client
underwent a psychological evaluation and was not recommended for sex
offender treatment because he did not have the mental capacity "to
meaningfully engage in that."

Dismay, disbelief follow mutilation death

NORWALK -- Howard and Maggie Bissell expressed shock that their 37-year-old
son is accused of trying to kill two Alabama men and suspected in the Sunday
death of his 24-year-old girlfriend.

"We feel sorry for all concerned," Bissell, 70, said from Winter Haven, Fla.
He spoke quietly, and wondered aloud what happened.

Hayward Bissell, 37, 26 Spring St. Apt. A14, Norwalk, was charged in Fort
Payne Circuit Court with two felony counts of attempted murder and one
felony burglary Tuesday, DeKalb County Sheriff Cecil Reed said.

Charges relating to the death and mutilation of Patricia Booher, 24, 26
Spring St. Apt. B10, Norwalk, have not been filed because authorities are
unsure where Booher died, Reed said.

The Bissells have been besieged with telephone calls and requests for
information, Howard Bissell said.

"I don't know what to tell you," Mr. Bissell said. "We're in Florida. We're
both in our 70s. I'm on disability from the military. People just won't let
us rest."

They had seen Hayward once in five years and knew he was on his way to their
house.

"We expected him to visit, but he never showed," Bissell said. "It's been
horrible."

Because of the distance, Hayward's parents are unsure what medication and
problems affected their son, Mr. Bissell said.

Hayward Bissell was in counseling in Norwalk. A social worker from Huron
County sent investigators a list of hospitals that admitted or treated him,
Mr. Bissell said.

"When he was in Chillicothe I called the doctor there because they were
going to discharge him," Bissell said. "I asked if he was ready to be
discharged. The doctor said, 'He admitted himself. I have to let him go.'
It's rough."

Others who knew Hayward and Patty reacted with disbelief, dismay and fear.
Hayward is 6 foot, 4 inches tall and weighs about 400 pounds, while Patty
was 4-foot-10 and weighed 105 pounds, according to license records and
police estimates.

Leonard Brown, 33, of Norwalk, is a former brother-in-law of Hayward and has
known him for 23 years, he said.

"I just don't understand why he snapped." Brown said. "Of all people, her
(Patty). Look at him and look at her. It's like an elephant stepping on an
ant."

Hayward served in the military and was honorably discharged from the Army.
He was a security guard in Toledo and worked in Norwalk at the former Fanny
Farmer candy factory and McDonald's on Milan Avenue, Brown said.

Most recently, Hayward received Social Security disability benefits because
of depression and a bad back, Brown said.

In the last month, Hayward and Brown visited each other and ate pizza
together, Brown said.

"It was just a while back he was making me feel comfortable about my mom
(who died in October), telling me she was with God, and it would be all
right," Brown said.

Sherry, Brown's sister, was Hayward's first wife. They were married for
three years and divorced in 1989, according to court records.

"They had a lot of problems," Brown said. "I know he was very dominating.
One time he told my sister, 'You sit down in a chair; you shut your mouth;
you don't move until I tell you.' He made my sister eat food from the floor
like a dog. He beat her. Back then I didn't really believe it. He used to do
lots of weird stuff, and Sherry used to tell us, and we didn't think it was
true."

Sherry received a restraining order from the court, claiming Hayward
physically assaulted her in the presence of their daughter, who was 3 years
old at the time, said Chris Mushett, administrator of the Huron County
Juvenile Court.

The divorce was granted March 29, 1989, and Sherry was awarded custody of
the girl. On April 12, Sherry and Hayward filed an agreement motion to
modify visitation to alternate weekends and holidays, Mushett said.

Hayward married again, and he and his second wife have an 8-year-old
daughter, Brown said. Hayward is still married to his second wife, but they
have been separated for about three years, he said.

"He's never harmed his daughters," Brown said.

Patty and Hayward started dating last summer.

Brown said he was with Hayward several times in the last week.

"He was sitting in my house a few days ago," Brown said. "I always feared
Hayward because he was always tough. I never thought he would bother me."

Hayward told Brown he did not want to break up with Patty, but she did not
want anything to do with him, Brown said.

At 3 a.m. Sunday, Hayward showed up at Brown's cousin's house.

"He took cigarettes and his medication for depression," Brown said. "He told
them a voice in his head said to go to my cousin's house at 3 a.m. and take
cigarettes and the medication."

Hayward is accused of running his Lincoln into the back of a pickup and then
running into the driver at about 4 p.m. Sunday near Mentone, Ala., Reed
said. He also is accused of slashing a Mentone man in the stomach with a
knife, slitting the throats of the man's two dogs and attempting to break
into his house, Reed said.

After officers stopped Hayward near Hammondville, they found Patty's
mutilated body strapped into the front seat with the seat belt, Reed said.

"It could have been anybody this happened to," Brown said. "He singled out a
woman. It's a shame it was Patty. She was a very nice girl. She was shy. I
don't know what the hell ever gave him that idea. I just wish this wouldn't
have happened, that's all."

***Thanks for posting this report Patty! It's awful and so horrible that
this mentally ill, deranged, Nut, went crazy. Obviously he had a major
psychotic breakdown/episode of the worst kind. It's unreal he could be so
"out of it" and violent. Worst than any crazed, rabid animal he Is. I
shudder to imagine what his girlfriend must have gone through, and the poor
couple he Tried to kill. Almost being killed by a total stranger then
Seeing their dogs killed... how horrible!! Hayward Bissell should be
locked in a padded cell... and gassed with tranquilizers... until......?

Not trying to slam ya, or start a flame-war, but I've always believed
people THIS far gone should be treated like a wild animal! If a poodle
snapped at a 4-year-old, it's off to the gas chamber. Why not the same
for this guy?

As for medication, I just don't trust these people enough to think
they'll actually STAY on these brain-altering drugs. We had a guy on
the FB team (NU), one night he went berzerk & beat the ---- out of a
lady walking down the street. Declared insane, and placed on meds, he
decided that he was "OK", and stopped taking the drugs. He was out on
the town (Omaha, this time), and had another psychotic episode. When
found by cops, started attacking a female cop. Luckily, this time the
only victim was himself, and now he's paralyzed & in a wheelchair, and
(finally) not a walking time-bomb in our community.

If you think people and poodles are the same thing, maybe we should cut
your fur like a shrubbery and make you walk around with your asshole
sticking out.

I am sitting in the doctors office in WV with the man who survived the attack from Bissell. This man is going into details about his stomach being slashed open and his dogs being killed. Its so very small world.
