WEST END - A million
dollars in cash, a number of handguns, drugs and stolen merchandise were
seized early Sunday when about 100 police officers raided Duke's Place,
552 Oliver St.

Police described it as an after-hours gambling joint.

They charged the owner, Derek Ragan, 40, with operating a gambling house,
money laundering, having a gun after a previous conviction and also
executed a warrant on a previous gambling charge.

Officers from the city's SWAT team and vice department descended on Duke's
Place, a two-story brick building just east of Linn Street, about 2 a.m.,
said Lt. Col. Vincent Demasi. There were about 50 patrons in the
establishment, which sold soft drinks and other items. The building is
connected to an adjoining building on Poplar Street where high stakes
gambling was going on, he said.

Sixteen patrons and employees of Duke's Place also face gambling
charges. Hamilton County Sheriff's Deputies executed a simultaneous search
warrant at Ragan's home on Enright Street, where some of the money was
found, said Capt. Teresa Theetge, of the city's vice section.

"This place has been a continuing source of complaints from the
neighborhood," Demasi said.

He said Ragan "was feared in this community" and police hope citizens will
come forward with information that could lead to other charges. Theetge
said police were pursuing the seizure of the building and Ragan's bank
assets.

Demasi said the raid was the culmination of a months- long investigation
that included the Hamilton County Sheriff's Department, the Ohio
Department of Liquor Control and the FBI.

In addition to the money and handguns, Capt. Theetge said police officers
seized an undetermined amount of marijuana, cocaine and suspected heroin,
other items including beer and liquor - and even stolen socks.

At a press conference outside Duke's Place, Councilman Cecil Thomas said
the coordinated raid was an excellent example of collaboration among
police agencies and said he would pursue revoking any city licenses held
by the establishment.

Detectives say there may be a much darker side to a man accused of running
a massive illegal gambling racket. Derek Ragan is being held on one
million dollars bond after his arrest yesterday.

Police say he ran Duke's, a convenience store, in the West End. Police
found one million dollars in cash there during the raid early Sunday
morning. Ragan also faces money laundering and drug charges. Now, homicide
detectives want to know more about him.

Police do not believe it is a coincidence so many murders lead them to the
powerful, respected, and feared West End businessman. A convenience store,
a cool place to hang out and get a burger or play pool is part of Duke's
Place on Oliver Street. "You got past door with buzzer, had to ring
another door which allowed someone to look at you through closed circuit
TV. Once you got past the locked door, there was high stakes gambling
going on."

Homicide detectives were involved in the raid because several murder
investigations lead them there. "There are about 7 with affiliations to
Duke or Duke's Place."

Back in 2005, stories of dismemberment, torture, and ties to Duke's Place
followed the disappearance of brothers Dion Ackemon and William Roland
from the West End. Their bodies are still not found.

When "Big Cal", Calvin Jones, was arrested in 2008 in a murder for hire
plot, the investigation sent cops to a warehouse building next to Duke's
Place looking for bodies.

Terry Dennis was shot to death in his car in 2007 when he was on his way
to see Duke with $260,000 in his car. "We know that even the people who
respected him had a fear of him."

But some people here in the West End see him as a sort of a Robin
Hood. "He let us play games, eat play games. I THINK THERE MIGHT BE TWO
SIDES TO HIM, WHAT DO YOU THINK? I don't think so."

"He fed the community during Thanksgiving and Christmas, the people in the
apartment across the street-we delivered them food."

Police say, "What some residents see is the front he put on in the
neighborhood. A lot in neighborhood saw darker side of Derek Regan."

Those are the people police hope will call with clues to murders. For some
there is pressure not to talk, and the license plate on the car here at
Duke's Place says hush up. "WHAT DOES THAT MEAN? It means hush up. TO ME
IT MEANS DONT' BE A SNITCH. You know what hush up means."

Some people down there were very angry, but as we're walking down the
street with police, older woman passed us to tell the police thank
you. Similar calls have come in to the police station.

Meanwhile, police are moving to seize the building and assets which
includes that million dollars found in Duke's Place and at his home.

Police say even the tiniest clue in these unsolved murders can give them a
tip to follow. And there is, of course a possible reward through
Crimestoppers. Call 352-3040. Callers are identified by code numbers, not
names.
