Alleged money launderer Paul King Jin was wounded Friday night in a targeted shooting at a Richmond restaurant that also left his associate dead.

Richmond RCMP Cpl. Ian Henderson said the shooting occurred just after 7:30 p.m. Friday in the 9000-block of Capstan Way.

Jin and his associate had parked a black van outside of the Manzo Itamae Japanese Restaurant.

“The investigation is in the early stages; however, it is believed this is a targeted incident,” Henderson said in a news release.

The Integrated Homicide Investigation Team was called out Friday and confirmed in a tweet Saturday that the second man had died of his injuries.

Postmedia News has confirmed with several sources that Jin, a controversial gym owner linked to illegal gambling and an underground bank, was wounded in the shooting. His condition is unknown. The dead man is believed to be a close criminal connection.

There have been a rash of shootings across the Lower Mainland in the last five days, resulting in two deaths. Some of the violence is linked to a conflict between members of the Brothers Keepers and the United Nations gang.

So far, it’s unknown if the latest Richmond shooting has any connection to other targeted attacks.

In August, Postmedia News revealed that a new private security company called Blackcore was operating out of Jin’s World Champion Club at 12851 No. 5 Road in Richmond. The B.C. government announced a review of a licence granted to Blackcore after Postmedia’s story. Jin’s son is a director of the security company.

B.C.’s director of civil forfeitures has filed several suits against Jin, his wife and associates. The latest, filed in August, wants the 31,000-square-foot commercial building where the gym is housed forfeited as a proceed of crime.

The building, assessed at more than $7.7 million, is owned by a company called Warrior Fighting Dream Ltd. of which Jin’s wife Xiaoqi (Apple) Wei is secretary.

But the director alleges that “Warrior Fighting Dream acted as a nominee owner or owner of convenience on behalf of Mr. Jin with respect to the No. 5 Road property.”

“Mr. Jin has been engaged in large-scale money laundering activities involving licensed casinos, illegal gaming houses and an unlicensed financial institution since in or about 2012,” the court documents state, repeating claims made in another, continuing civil forfeiture case against Jin and Wei.

“Between June 27, 2012 and June 24, 2015, Mr. Jin and his associates were involved in 140 casino transactions totalling $23,501,456.”

The husband and wife duo allegedly laundered millions earned from illegal gambling through Silver International, the underground bank shut down in 2015 after a lengthy police investigation, the director also alleges.

Back in 2015, he was seen at Silver International — an illegal bank — and other locations “with suitcases, boxes and bags containing large amounts of cash,” the court document said.

“Mr. Jin received funds totalling $26,996,935 from, and deposited $101,000 to Silver International during the period of June 1, 2015 to October 15, 2015.”

Both Jin and Wei used their bank accounts and those of their parents “to transmit large amounts of money from China to Canada as part of their money laundering and unlawful gambling enterprise,” the director alleges.

When police used search warrants at various locations in 2015, they seized “promissory notes, gaming chip invoice transaction records, shift schedules, payroll ledgers, invoices and other ledgers” listing loans owed to Jin and Wei totalling more than $26 million, the documents say.

Neither Jin nor Wei has filed a statement of defence in the latest case. But in response to the earlier civil forfeiture suit, they denied laundering money, running illegal gambling houses, extorting money, loan sharking or failing to declare taxable income.

Jin was arrested, then released, in 2017 as part of an investigation by the Combined Forces Special Enforcement Unit called E-Nationalize. CFSEU recommended charges in the case, but the B.C. Prosecution Service hasn’t approved charges yet.

British Columbia’s tourism minister held a news conference Aug. 27 at a business managed by a Richmond man facing a high-profile lawsuit from the province’s Civil Forfeiture Office.
theBreaker.news asked NDP Minister Lisa Beare whether she was aware that Paul King Jin was involved with the World Champion Club in Richmond and whether her office had assessed the venue for security reasons.

“This was a venue chosen through the athletic commissioner’s office as a possible venue, and that is news to me,” Beare said.
Jin was present at the boxing and MMA gym near the south foot of No. 5 Road while Beare announced legalization of professional kickboxing in B.C. Jin appeared in a group photo with Beare beside one of the rings.
The government sued Jin on March 15 in a bid to seize more than $5 million in cash and assets that it claims are the proceeds of money laundering and loan sharking. In a brief interview, Jin said he is an innocent and hard-working man, but said his lawyer advised him not to discuss his case.
None of the allegations against Jin have been proven in court. He filed a defence statement on July 31 that denied every allegation made by the Civil Forfeiture Office. Jin also claimed the RCMP infringed his and others Charter rights during various investigations.

“Jin has been a citizen of Canada for over 25 years. He has been engaged in the sports of boxing and martial arts for most of his life, and has been a participant and coach in these sports at the international and national levels, both in Canada and abroad,” said his defence statement. “Mr. Jin has engaged in numerous forms of lawful employment over the course of his life, including while in Canada, and has been successful in lawfully producing income for himself and his family in the process.”
Jin’s defence statement also stated that the money, casino chips and miscellaneous personal property previously seized from him were acquired lawfully and legitimately.
theBreaker.news asked Jin for comment on the allegations.
“Nobody who charged me, nothing, four years already,” Jin said. “I work hard and teach young people to work hard in Canada.”
Jin said he came to Canada 30 years ago after meeting a Canadian boxing coach in East Germany. He said he enjoys the weather and multiculturalism. “Otherwise, I don’t want to talk anything besides that,” he said.

The government’s lawsuit alleges RCMP officers watched Jin, during a period of several months in 2015, as he shuttled boxes and bags of cash between the Silver International underground bank, his Water Cube massage parlour and residences in Richmond. The government alleges that Jin and associates are connected to 140 casino transactions totalling $23.5 million and that he ran illegal gambling houses on No. 4 Road and Brighouse Way in Richmond. He was banned from B.C. casinos in 2015.

“Mr. Jin has a criminal record with convictions for aggravated assault, sexual assault and sexual exploitation,” said the government’s court filing. “Mr. Jin had been identified by BCLC as being involved in cash deliveries to high-stakes gamblers at casinos in the Lower Mainland.”
The criminal case against Silver International and its principals, Caixuan Qin and Jian Jun Zhu, collapsed last November and the charges were stayed when federal prosecutors errantly exposed the name of an informant. A trial had been scheduled to begin in January. (Greg-Why didn't they proceed and give the informant a new identity and protection?
