Another Independent Soldier turns himself in One remains on the run
after last week's raids

Another alleged member of the Independent Soldiers gang has turned
himself in after police raids last week.

Firearms, drugs and cash seized in the separate police raids last week

a spell checker.) to the violent Vancouver-bred gang now operating in
Edmonton, city cops said.

Police were hunting for three members of the Independent Soldiers, but
two have since turned themselves in.

Police yesterday said Bradley Wayne Fitzpatrick, 35, had turned
himself in, while it was announced this afternoon that Michael
Stanley, 20, also turned himself in.

Despite facing several drug and weapons charges, Stanley was released
on bail this morning, police said in a release.

That follows a seizure of an AR-15 assault rifle with two loaded
high-capacity magazines, a loaded 9mm handgun, nearly 800 grams of
cocaine worth about $27,000, drug and gang paraphernalia, and $8,000
in cash.

Cops raided a northside house at 156 Avenue and 44 Street last week
while the men were not around, said police.

The new gang first set roots several years ago in south Vancouver
before expanding to Kelowna and elsewhere in B.C., said Const. Kevin
Berge with the Metro Edmonton Gang Unit.

It was originally formed as an Indo-Canadian gang but morphed into a
multi-racial group, he said.

"They are into gun and cocaine trafficking. (Their) sole purpose is
financial gain."

Local cops don't know exactly how many members of the Soldiers are
operating in the area.

"We're still trying to figure out how many are in the city but we know
for sure they have members here," Berge said.

He figures about 70, including associates, but that number is yet to
be confirmed, he said.

"This is a smaller gang right now and it's certainly going to pick up
steam as the economy keeps going and cocaine trade continues as well."
The Soldiers have a fierce rivalry with another B.C.-based group
called the UN Gang, known for drug trafficking and excessive violence.
The rival gangs both expanded to Calgary last year but it's not
immediately clear whether the UN Gang is also in Edmonton now.

"Because these people are a new developing group, we're not sure who
they're allied with and who they're against," Berge said. "I would
suggest that the Independent Soldiers are friendly with Hells Angels."
Police believe the Soldiers and the UN Gang are linked to much of
Vancouver's criminal activity.

What's unique about the Soldiers, police said, is that they like to
wear their colours - red, black and white - in public to display their
association with each other and with the gang.

The Soldiers run a legitimate B.C.-based clothing business that sells
jackets, T-shirts and caps.

Those who purchase the items, Berge said, are usually members or
associates.

A warrant for Landon John Borkowski, 23, remains.

A prominent B.C. gangster has been charged in the U.S. with conspiracy
to import cocaine and marijuana as well as money laundering.

Clayton Roueche was arrested as his flight from Mexico made a stopover
in Texas on Monday.

He will be brought to Washington state to face three charges that
could land him in jail for decades, Emily Langlie of the U.S.
Attorney's office confirmed Thursday.

Roueche is affiliated to the United Nations or UN gang, which started
in the Fraser Valley but has been expanding across B.C.

"When he was arrested in Texas, he appeared to be wearing UN gang
jewelry," Langlie said.

Another UN member, Duane Meyer, was gunned down in Abbotsford earlier
this month.

Langlie said the investigation that landed Roueche in U.S. custody
stemmed from a major cross-border probe called Operation Frozen
Timber, in which law enforcement agencies in Canada and the U.S.
worked together to disrupt drug smuggling by air.

At a joint news conference in Bellingham two years ago, police said
the unprecedented two-year U.S.-Canada investigation had led to 46
arrests and the seizure of marijuana and cocaine worth nearly $40
million.

They said crime syndicates -- ranging from bikers to the mob -- had
been using helicopters and small aircraft to clandestinely cross the
B.C.-Washington state border with thousands of kilos of illicit drugs.
In fact, by June 2006, investigators had seized more than 3,600
kilograms of marijuana and 365 kilograms of cocaine.

The arrest of Roueche is the first indication of just how long the
spinoff investigations have been continuing.

U.S. court documents show that Roueche is facing one count of
conspiracy to possess with intent to distribute and export cocaine,
one count of conspiracy to import more than 1,000 pounds of marijuana
and one count of conspiracy to engage in money laundering.

Langlie said the first two counts carry a mandatory minimum sentence
of 10 years as well as a $4 million US fine. The money-laundering
charge could land Roueche 20 years in jail and a fine of $250,000 US
or twice the amount laundered, she said.

Roueche waived his right to have a hearing to prove his identity,
clearing the way for his transfer to Seattle in the coming days.

The court documents show that Roueche had a public defender appointed
to his case for his first appearance in Fort Worth, Tex.

But property records obtained by The Vancouver Sun show that Roueche
has significant assets in Canada.

Last August, he bought a 13th-floor Coquitlam condo for $443,000.

Then in September, he signed a five-year lease on a 2006 BMW 750IL. In
February, he leased a 2006 Maserati Quatro Porte.
