Carter is apparently fine mentally. He's clearly not in the best
health which is why he is in hospice care, but apparently well enough
to make a trip out for the Plains Peanut Festival.

As for being "history's greatest monster" would that we could all be
so lucky as to be included in a SIMPSONS episode.
