New eBay bidding 'trend'?

Recently I've noticed 2 things on eBay that seems fairly new.
Maybe I'm just noticing it but maybe not. It does seem to be very low
feedback newbies doing both. I'm wondering if eBay's now attracting
some sure 'nuff idiots or what. Anyway, I've always been irritated by
'nickel & dime' snipers, (I don't mind getting sniped, more or less,
just develop some balls & really put in a BID!), but now it seems the
trend is just nickel & dime bidding. Lately I've seen lots of auctions
on plastic model kits & a few toys I collect where the auctions will
end with 15 or 20 or more bids & end at a whopping $10 or $12. The one
action that really puzzles me tho, is, there will be 10 or 15 bids &
the bid is still, say $3. The bidding history shows the same bidder,
bidding the same amount 10 or 15 times, sometimes back to back &
sometimes over the whole listing period or until they get outbid.
What's with that???? Like once just isn't enough or what? I think most
or all of these 2 scenarios are with bidders with less than 50, maybe
even less than 100 feedback, but it just seems like something recent.
That bidding the same bid over & over is just baffling tho.

Yeah, that IS weird. I don't see any real benefit to that particular
practice. Seems like a big waste of time too.

Well, I get scared off bidding on something when I see someone has
entered multiple bids...

No, not really. I have figured out it's some idiot who increases
their bid as some sort of intimidation tactic.

Increasing their bid is one thing, but bidding the same amount a
dozen times doesn't accomplish much, except make me wonder why they do
it.
