Identify my GI Joe

I have a 3-3/4 GI Joe figure. I don’t see a date stamp anywhere, so not sure if it’s actually a GI Joe, or some other brand.
He has a brown hat, yellow mustache and beard, green suit with orange gloves and orange boots. He has a black gun holster strapped to his chest, and a black knife on the bottom of his left leg. The only stamp I see on him is on his back, it says China.
Any thoughts?
