Observer-Dispatch ST. JOHNSVILLE -- The St. Johnsville police officer accused
of misconduct and incompetence was dismissed from the force.

The village board voted Wednesday night to accept a three-member hearing
panel's recommendation to terminate Ryan Lorey, a two-year veteran of the
force.

He has four months to appeal the matter in state Supreme Court, village
attorney Norman Mastromoro said.

The decision to terminate Lorey was recommended unanimously by the hearing
panel, made up of Mayor James Kierzinski and two other village trustees.
Hearings were held in September and November, and the panel made its decision
last week.

"In terms of the decision they came to ... (they) were justified," Mastromoro
said.

Lorey had been charged with misconduct and incompetence after an August traffic
stop in Gloversville. Lorey, who was in uniform at the time, was armed with a
loaded service weapon and pocket knife, and had consumed alcoholic beverages
prior to or while driving, according to the complaint filed against him by
Police Chief William A. Farber. The complaint also said Lorey had an empty beer
bottle in his car and an open 12-pack of beer in the back seat.

His actions were in violation of police department regulations, the complaint
read.

Mastromoro, who represented Farber, said he was confident that the village
handled the situation appropriately. Procedurally, all the proper steps were
taken, he said.

Lorey's attorney, Allen Day, could not be reached Thursday. An employee
answering the phone at his law office said Day planned to meet with his client
today and would not make any comments prior to that.

Kierzinski declined to comment on the matter, referring to a prepared statement
released through the village clerk's office. The statement acknowledged Lorey's
dismissal and noted it would be the only official statement provided by the
village.

Lorey had been suspended since the complaint was filed.

done it but, I think he just made a bad choice when it came to when to have
that cold one. He's probably kicking himself in the pants for not waiting until
he was home, but I don't think he's corrupt, and the article didn't say that he
was impaired while driving.......Wait a minute....This is weird. We switched
sides of the fence while I wasn't looking......Geesh, I need more coffee, I

Obviously the cops were policing their own for this to have occurred, correct?
Pracitacly no cop either current or former, who knows his ass from his elbow,
is going to defend him. Most police departments have policies and this policy
was enforced by it's own, it has the Police a Chiefs backing along with his
blessing and the blessing and every good cop in here. It also goes to prove
that all your stereotyping of cops is a bunch of meaningless bullshit pal.
