Cops open pair of internal investigations on officer misconduct

Oak Forest police have opened internal investigations into two incidents of
possible officer misconduct during the past month.

On June 14, an on-duty officer crashed his patrol car into a woman's car as she
was stopped at a stop sign, according to a lawsuit filed in Cook County Circuit
Court.

The lawsuit claims the officer was driving with his sirens blaring even though
he was not on an emergency call.

Also, police are looking into an incident in which a female officer was stunned
with a Taser gun by a fellow officer during the Fourth of July weekend. Police
officials said the incident appeared to be an accident.

The lawsuit contends Sgt. Bill Busse rammed into a car driven by Yvonne Lally
at 155th Street and Lamon Avenue. Busse "carelessly and negligently" hit the
woman while trying to pull around her car, which was stopped at a stop sign,
according to the lawsuit.

Lally is suing for unspecified damage to her car and for reimbursement of
medical bills for neck and head injuries. Her attorney was not available Friday
for information on the severity of her injuries.

Oak Forest police, however, tell a different story.

They say Lally failed to get out of Busse's way as he raced to back up an
officer at a domestic abuse call. Lally was cited for failing to yield to an
emergency vehicle, Deputy Chief Nick Sparacino said.

"There was an accident," Sparacino said. "(Lally) got citations. I guess
anybody can sue anybody."

However, Busse had his college-age son and his son's friend in the patrol car
at the time of the accident, and the inquiry is looking into whether Busse was
needed as a back-up.

Passengers are allowed in patrol cars with the permission of either the chief
or the on-duty watch commander, Sparacino said. Busse was the department's
watch commander that day.

Busse made headlines in November 2002 when fellow officers accused him of
cheating on a promotional exam. An internal investigation revealed no evidence
of cheating, and the two officers and a lieutenant who accused Busse were
suspended without pay for between 10 and 20 days.

Police department critics claimed the cheating investigation was a whitewash
for Busse, a longtime friend of Mayor Patrick Gordon and Police Chief John
Koch. Gordon had no comment on Busse's recent accident.

The police department's internal affairs division also is investigating Sgt.
Chuck Quinn for using a Taser on a female officer during a pre-shift meeting.
The woman did not require medical attention, police and city officials said.

A Taser is a non-lethal police weapon used to subdue suspects. It shoots two
small electrodes into a person's skin and delivers a powerful, often
debilitating, shock.

Sparacino said "there is no indication there was any intent or horseplay." But
it's unclear how the Taser would accidentally discharge or why it was pointed
at the female officer.


"The gravest abuse of power - and the gravest threats to personal liberty and
security - are those in which the very individuals to whom we look for the
preservation of law and order turn out to be the predators."

PACO got rid of his webtv..wonder if he is routing it through a
