Meh. A true BOFH would have arranged to be on uncontactable vacation at
the time and have made the lockout look like it was the work of someone he
didn't like.

Of course, if it was actually concocted by someone who wanted this guy's
job, and who knew about his previous record, and who had convinced him it
was all _his_ idea... _that_ would be BOFHly.

All this does is point out that the city hasn't covered itself
sufficiently in the area of its computer systems. Which, while I can see
the point that's trying to be made, is not really an effective way to make
it, despite the publicity. They'll just hire some expensive consultants,
crack the machines, and be back up and running while the perp sits out a
jail sentence.

As it is, it was poorly thought out and the city comes across as the
victim instead of being taken to task for its poor decisions in hiring,
system speccing, process auditing, and disaster recovery planning.

The only one who's going to come out on top here is whichever specialist
gets hired to bypass the lockout, given that the city has apparently been
unable to get itself back up and running within 24 hours.
