Bullshit, scooter. You are giving "collusion" a different meaning than everyone
understands it to have. As used in the true statement "Trump and Russia engaged
in collusion in 2016," the word *always* means to pursue some illicit, nefarious
and *wrong* goal, and always in secret. That's what it means, scooter. The UK
and France *cooperated* to build the channel tunnel, scooter; they did not
"collude" to build it. Diplomatic negotiations might be conducted in secret,
but the goal isn't necessarily illicit.
