Why does EPIC not work under batch?

I'm trying to build an automated compare of bootable disk images I make
with my os8-run environment.

I think I should be able to turn a list of files into an OS/8 BATCH script that will report differences like this:

R EPIC

*RKA0:FRTS.SV<RKA1:FRTS.SV/2/B$
DTA7:1725 TTY:1554
DTA7:1727 TTY:1556
DTA7:1730 TTY:1557
DTA7:1731 TTY:1560
DTA7:1732 TTY:1561
DTA7:1736 TTY:1565
DTA7:1744 TTY:1573
DTA7:1750 TTY:1577
DTA7:1752 TTY:1601

So I have a batch job, ETINY.BI:

.TYPE ETINY.BI
$TRIAL EPIC JOB
.R EPIC
*RKA0:FRTS.SV<RKA1:FRTS.SV/2/A$
$END

But I get no reports of differences:

.SUBMIT ETINY.BI/T
$TRIAL EPIC JOB
.R EPIC
*RKA0:FRTS.SV<RKA1:FRTS.SV/2/A
END

#END BATCH

WHY?
